Food Security Gets New Infrastructure

The food safety net is being rebuilt.

New Rules

Roughly 14% of US households are food insecure. With grocery costs up 25% since 2020, 19% of Americans have used buy-now-pay-later services on groceries, while two-thirds of low-income households cite food prices as a major source of financial stress.

Adding to the pressure, policymakers are reshaping SNAP (aka food stamps) around stricter eligibility requirements, fraud prevention, and new dietary guidelines.

Chain reaction. With 20+ state waivers restricting soda, candy, and energy drinks purchases, Numerator projects affected categories could lose $830M in sales.

But enforcement won’t be cheap — new retailer compliance and POS systems could cost $1.6B up front and $759M/yr. to maintain.

Straining the system, food banks are experiencing “pandemic-level” demand, and SNAP participation fell 10% in the past year, even as ~80% of recipient households support children, elderly, or disabled family members.

Stepping in, companies are building new infrastructure to improve access, affordability, and nutrition.

Food fintech. One of three approved SNAP payment processors, Forage raised $40M to simplify benefit acceptance for 100K+ retailers. Offering consumer-facing apps, Forage and a16z-backed Propel help recipients manage balances and locate retailers while teaching financial literacy.

Alt accounts. Extending beyond government assistance, Instacart Health offers provider-sponsored fresh food stipends through its “Fresh Funds” program, with partners including Teladoc, Vida Health, and Wellabe.

Healthy checkout. With SNAP cuts denting profits, grocery groups Ahold Delhaize and Kroger committed to lowering food prices while tapping Circana and FoodHealth, respectively, to improve selection via scoring systems.

Looking ahead: Better nutrition starts with access. As policymakers redefine healthy eating, improving food quality without excluding those who need it most will require more carrot than stick.
